Will Development Charges Change the Way We Live?
Recently, the concept of development charges was introduced in Canada. This concept is designed to transfer the burden (cost) of municipal development from taxpayers to developers.
The reasoning is such that if a new apartment complex or housing neigbourhood is constructed in a city, there are costs connected to this development borne by the city. The city must provide suitable means of transportation for the new residents, schools will have to be built, and the electric grid and pipeline systems will have to be extended. Buses will probably have to go all the way to the new neighbourhoods and nursing houses and hospitals will also need to increase their number and/or capacity.
But somebody has to pay for the development charge now levied on new construction. Imagine that the tax income sourced with all of the taxpayers is now going to focus down to the individual buyers. This is because the developer is absolutely going to transfer this de facto tax onto the buyers in the form of higher house prices.
This is expected to inflate the prices of houses which use plenty of land per person and are thus subject to higher tax. Again, this is because a neighbourhood needs more roads, street lighting, etc. Per person than a condominium building with a common driveway. On the other hand, condominiums may be looking at a brighter future, because they comprise much more efficient use of land. Hence, the burden of the development charge can be split among many condo buyers and it is going to be smaller in the first place, since it is primarily bound to land usage.
All in all, it seems that – at least in Toronto – buying new condominiums is going to be cheaper than it used to be, whereas buying houses is going to be more expensive. We’ll keep you posted on the developments.
